I definitely see what you're saying, but… I think the way I'd put it is that you seem to be saying that "brother" is a term which can ''correctly'' be applied to full siblings or to half-siblings. Whereas in my view, "brother" ''means'' "full sibling," but can sometimes be used ''in place'' of "half-sibling" for expediency's sake in casual conversations — such that if a source ''just'' says "brother," the default should be that they do mean "brother," not "half-brother".
