I'm quite confident both of those are ''intended'' to be in the Spiral Politic. They just, in the hypothetical for Erasing Sherlock, lack any reference to elements of it. I used the term "literary universe" simply to make sure that continuity contradictions weren't going to be an issue here, because First Draft is weird enough that it actually might need that sort of caveat. It's solely about continuity vs intent. Not about the Spiral Politic vs some other (potentially not even fictional) universe.
