The scavengers aren't just scavengers, they're a subset of angel culture; think hippy, goth, environmentalist, survivalist. Homeless. Projecting themselves into an image of themselves is a skill they never developed, weren't taught, lack talent for. As is touching without displacing, fabricating communication devices from human body parts, and preemptive freezing. Hey I'm just making this up as I go along.
