It must be nice to be smarter than the Master. Let's see. Assuming he thought of this in time, would he prefer to kill some Time Lord who he has no feelings about and alert the Time Lords that he's pulling this stuff, or do it by killing his worst enemy and using his Eye of Harmony, which the Time Lords cannot track? Of course, Im sure that you can come up with flaws in the plan, but I am sure you could equally easily come up with solutions if you were interested in it.
