Thomas Scott was a man who operated the printing presses that printed the first Penny Black stamps in Bath in 1840.
He and the inkers at the printers were hypnotised by a Hobothy which had come to take over Earth by using stamps as a medium to channel its hypnotic power. Rose Tyler kicked the Hobothy into a press and Thomas instinctively pulled the lever. The Hobothy was crushed by the press, and Thomas and the inkers were released from its control.
