The Panopticon/Academy of the Question

In Let's Kill Hitler (about 31'), the Telesecta says that River Song is following the orders of the Silence... and the "Academy of the Question". I found no reference in the wiki about this mention. I can't say if it's a synonymous for the Silence, or a sub-organisation, or a parallel organisation. I think it is mentioned no more.
