Vice Chancellor (The Rani Elite)

A Vice Chancellor was in charge of the College of Advanced Galactic Education. He invited the Sixth Doctor to collect an honorary degree, and pushed for him to do it. The Doctor tried to convince him that there was something wrong with Professor Baxton. He wanted his mind to be placed into a younger mind. He was attacked by Miklev and afterwards aged about 50 years. He wasn't the true Vice Chancellor. He was rapidly ageing due to the mind implanted being old, and the Rani kept dampening the effects, but eventually killed him. (AUDIO: The Rani Elite)
