Vincent

General Vincent was head of the security forces of Earth and coordinated an attack on the Laan before they disappeared. He hadn't met aliens before encountering the Fourth Doctor and Romana I. He tried to place Romana onto a Laan. He died in an explosion. (AUDIO: The Sands of Life)
