Cardinal Zorac was a Time Lord and a member of the High Council.

When Zorac was taken from his family at the age of eight to look into the Untempered Schism, he was inspired by what he saw. (PROSE: A Brief History of Time Lords [+]Loading...["A Brief History of Time Lords (novel)"]) He went on to become a cardinal and a member of the High Council during Borusa's presidency and came to believe that violence erupted whenever the Doctor returned to Gallifrey.
Zorac deferred to Thalia on account of her expertise following Omega's first attempt to bond with the Fifth Doctor, whose rough treatment by Maxil he excused on account of his attempt to resist arrest. Although he voted in favour of the Doctor's execution in the interest of safety, (TV: Arc of Infinity [+]Loading...["Arc of Infinity (TV story)"]) he considered it an unpleasant duty. (PROSE: Arc of Infinity [+]Loading...["Arc of Infinity (novelisation)"]) He believed the Castellan's assertion that Borusa was responsible for assisting Omega until Hedin was exposed, after which he watched the Doctor chase down Omega, who was apparently killed. When the Death Zone was reactivated, (TV: The Five Doctors [+]Loading...["The Five Doctors (TV story)"]) Zorac and Thalia were sent by Borusa to investigate. They were both killed (PROSE: A Brief History of Time Lords [+]Loading...["A Brief History of Time Lords (novel)"]) when they were struck by bursts of psychic energy converted into elemental weaponry and fired by Rassilon from the Matrix's astral plane. Zorac was a pompous man who always seemed to be aggrieved.
