Tobias Vaughn

Tobias Vaughn was the managing director of International Electromatics, the world's leading electronics company. He somehow got into contact with the Cybermen, formed an alliance with them, and then masterminded an invasion of Earth, in return for a large amount of power. However, these plans turn on him when the Cybermen betray him. Allying himself with the Doctor, and using an invention that inhibits extra-strong emotions (deadly to Cybermen), he helps the Doctor to defeat them. He is killed after being shot by a Cyberman.
