Josiah W. Dogbolter
Josiah W. Dogbolter appeared to be a half man half frog. He ran originally ran a business known as Intra Venus Inc. Dogbolter knew of both the Fifth and Sixth Doctors. (DWM: The Shape Shifter)
After there previous encounter (DWM: The Moderator) Dogbolter wished to capture the Doctor. He offered a quarter of a million as a reward. Frobisher intended to hand him in and did so. Dogbolter ordered the Doctor to be put under heavy securiy but with the help of Frobisher he escaped with the money. Dogbolter was (predictably) angered by this. (DWM: The Shape Shifter)
Dogbolter owns several companies and in many cases entire planets, Celeste being one of them (a mining planet). (DWM: The Moderator)
