Phillips was a London resident who, when the city was evacuated due to dinosaurs appearing, stayed behind to loot. The Third Doctor and Sarah Jane Smith found him looting a jewelry store, but he held them off with his gun. Soon afterwards, he was killed by a dinosaur. (DW: Invasion of the Dinosaurs)
