In 2007, the security guard attached to the Millennium Centre in Cardiff at Roald Dahl Plass was also responsible for keeping the area free of cars parked outside. Gwen Cooper learned this when she parked there in a police car in her pursuit of Torchwood. (TW: Everything Changes)
