technobabble is the term used to describe someone talking about something using very complex words. The words used are sometimes more complicated than they need to be. The most common users of technobabble are The Doctor, Captain Jack Harkness and Rose Tyler. They usually do so to impress the person they are talking to and enable them to believe they are cleverer than what they really are.
