Dalek puppets were beings who had been taken by the daleks to serve them as slaves. In Asylum of the daleks these slaves were used as sleeper agents who when activated would have a miniature dalek eyestalk come from there forehead and could have a miniature dalek gun stalk come from his or her palm.
