Lord Chancellor Goth was a Time Lord politician and occasional agent of the Celestial Intervention Agency.

In the Land of Fiction, on behest of the CIA, Goth masqueraded as a fictional character (for in the Land of Fiction, fictional characters had substance, of a kind), Lemuel Gulliver, from Gulliver's Travels, which he visited in order to monitor The Doctor, who found himself temporarily trapped there. Shortly afterwards, on Gallifrey, Goth with two other Time Lords, would preside over the trial of The Doctor, which would decide the latter's exile on Earth. (Future Imperfect)

He travelled to the planet Tersurus and found the dying Master there. Goth then assassinated the Lord President with a staser rifle and lured The Doctor to Gallifrey. Goth died battling The Doctor in The Matrix on The Master's orders. (DW: The Deadly Assassin) Goth had a brother named Rath. (NA: Blood Harvest)

Behind the Scenes

Since actor Bernard Horsfall played both Lemuel Gulliver and a nameless Time Lord in The Mind Robber and The War Games, Marc Platt decided to explain that the same person appeared in all three stories. No on-screen link exists between the three roles, other than the same actor playing all three characters.
