The Governor of Varos wanted to negotiate higher prices for Zeiton-7 from the Galatron Mining Corporation, but was constantly thwarted by his Chief Officer, who was in league with Galatron's representative, Sil, to keep the prices low. Maldak saved him from being killed, the Sixth Doctor told him the real value of Zeiton-7 and he announced an end to the torture and executions. (TV: Vengeance on Varos)
