Ziyou Wanle

Ziyou Wanle was a warranted human prospector on the Scientifica colony planet. He was descended from settlers from the Southern Chinese Union. After Wanle was a freedman, he became an accountant. The Seventh Doctor found him in a bar on the planet. He asked Wanle to tell him about seeing a "ghost" in a cavern a year previously. He was arrested for violation of Planetary Emergency Directive Three, which was disseminating propaganda with treasonable intent and terrorist acts. (PROSE: Cold Fusion)
