Hugo Tollip was one of the richest men in Dellah's galactic sector. he made his fortune by the acquisition of planets considered too difficult to mine or colonise by anyone else. He called all the planets that he bought "Tollip's World" until he sold or named them. He bought Tollip's World circa 2605, after it was discovered by one of his fly-by camera ships.
