Castellan

The Castellan was a member of the High Council of Time Lords responsible for overseeing the Chancellory Guard and therefore order on and the security of Gallifrey. The various Commanders of the Chancellory Guard itself acted as the Castellan's subordinates.
The position was protected by some of the most ancient and powerful Gallifreyan laws. (BFA: Lies)
