The cloaked figure was an individual who planned to change the Doctor's personal timeline, by removing the friends he held dear.
He was sucsessful in captuing the First Doctor's companions Barbara Wright, Ian Chesterton and Vicki. (COMIC: Prisoners of Time)
Appearance
In both appearance and dress, the cloaked figure closely resembled the decaying version of the Master. (TV: The Deadly Assassin) He wore a black cloak with a hood, his hands were brown and swollen, and he wore what appeared to be a golden sash. (COMIC: Prisoners of Time)
