Wilbur Wong was an assistant engineer to Mikhail aboard the colony ship Amandala.

There was an emergency on the ship that caused core damage. Wilbur, with third-degree burns on his hands, and Mikhail worked frantically on the problem. The Eighth Doctor arrived, and, in order to prevent a core rupture, shunted the energy away. This had the effect of creating an EM pulse, which killed Wilbur and everyone else on board except Mikhail. (PROSE: Reversal of Fortune)
