Origin theory: The Dalek Time Controller was created by The Cult of Skaro, (obviously founded earlier then currently implied) as it is a specifically modified dalek which only the Cult, (the most intelligent and out of the box thinking daleks) would be able to accomplish.86.151.129.102^{talk to me} 19:40, June 7, 2013 (UTC)
