Grand Marshall Raxlyr was the leader of the New Martian Republic following the deposing of the Martian royal family and the execution of most of its members. He placed New Mars under martial law closing the planet off, and threatened anyone holding refugees of New Mars as being an enemy of "the Martian state". (AUDIO: The Prisoner of Peladon)
