John Vallan was the President of Stronghaven on Draxine. He wanted to spend funds on scientific interest rather than security, which he had to do when an army of skeletons[statement unclear]. After threats by what he thought was the President of Garrack, he reduced the amount of security and because of that action he was deposed by Meera.
