Bots are complicated, powerful things that can destroy massive quantities of the wiki's content in an instant. Care must be taken to train users in their operation, which means that an admin must have time to offer instruction. We therefore allow them only by express admin invitation, based upon whether we think you've displayed the aptitude and interest in the kind of detailed editing for which bots are used.
