A neural control implant is a recent development of Sontaran mind control. The device is inserted onto a subject through the back of the neck and emits a flashing red light. After this the subject can be controlled physically and mentally without being aware of the implant at all. Commander Kaagh used neural implants on Professor skinner and his daughter so that he would have a plan B in case Sarah Jane tried to stop his plans. The device seems to be in no need of surgical insertion as the Professor and his daughter were both fine after Sarah jane switched the implants off. This may be a peice of technology only used by Sontarans at the same rank as Kaagh as during the Sontaran invasion of Earth the Sontarans were still using Hypnosis to take control of their drones.
