Refkeet Nine was a scholarly world that was chosen to host a Time Conference in which the Doctor was to be the guest speaker. Unfortunately there was no conference and the psychic invite was planned be a trap for the Doctor who would then be punished for his meddling in time. (COMIC: Time Trick)
