The Academy of the Patrexes was an educational institution within the Capitol on Gallifrey. Its Lodge was topped with a gate of solid light. On top of that was an ever-spinning ball of gold, which was said to be the first gold ever formed in the universe. According to the Seventh Doctor, it was "beautiful and pointless, like everything wrought by the Patrexes". (PROSE: Damaged Goods)
