Dex Tinhar was the administrator in the Earthlink Federation's civil service. He was immaculate even though he spent ages in prison. He was sent to account for the cost of all the equipment on the planet. He explained to Bernice Summerfield about the Ilijah and the Boor, this gave him away that he was more than a civil servant.
