Jed was an Assistant of Jackson Lake he was put in charge of looking after his Tardis. Which was really a hot air balloon. The Doctor met him twice and the doctor asked him if he could borrow the Hot Air Balloon. This was so he could defeat the Cyberking from destroying London. (DW: The Next Doctor)
