It should be relocated at Daleks of human origin because Daleks by their definition are mutations and a sizeable number are force-grown, whether their DNA is Kaled or human in origin. What makes the ones in Blood special in this regard?

The Mutant Daleks were Daleks created by Martez out of humans out of Red Rocket Rising.

History

Mutant Daleks were clone versions of the real Daleks. Martez, in Asha's body, created them and ordered the Mutants to destroy the Eighth Doctor. Tricked by a hologram, he locked them inside the lab. The Daleks destroyed the doors and went out into the streets where they encountered two of the Dalek Supreme's Daleks. They tried to reason with them that they were all Daleks, but the Renegade Dalek drones refused to expect that, they explained that they deflected an asteroid to destroy the planet and opened fired. One was exterminated and three Daleks began shooting each other. One Renegade Dalek was killed, and one was damaged.

One Mutant Dalek escaped, bleeding, with severe damage. Back at the lab, it asked Martez why they attacked them and when he answered the question, the Mutant Dalek began to think like a real Dalek, and before it could finish its sentence, it died. The Dalek Supreme and the Renegades prepared to use their own ship to destroy the base. The Supreme Dalek and the rest took to the skies and "Dalek Fred" was left behind. The ship lost control by an explosion and crashed off-course. The Mutant base was still intact. Dalek Supreme decided to attack the hybrids head on. When the Daleks descended from the red sky, the two Dalek groups confronted each other just outside the laboratory. The invading Daleks ordered the mutant versions to stand aside and allow them access, but their demands were refused. More of the new generation already outnumbered the original group, but the Dalek Supreme was determined not to let the fake creatures win. Refusing to self destruct themselves, they believed to be superior to the real Daleks and soon took their stand.[statement unclear]A full-scale Dalek battle was about to begin, with both Dalek groups determined to completely wipe out the other, but then they heard the sound of a large group of humans advancing on their position. The humans attacked both Dalek groups, the Skaro Daleks and Martez's Daleks. One of Martez's Daleks told him that the humans were attacked by them and they believed to be their enemies too. Refusing to listen to Martez, it told him to continue with the birthing. The Doctor confronted Martez about the Daleks fighting each other and forced him to stop, but he refused. The Doctor left, and after hearing his words, Martez shut down the power. The Mutant Dalek ordered Martez to reconnect or they would be defeated, but when he refused, he was exterminated. The Doctor, Lucie and Tom defeated both Dalek groups and the ones flying fell from the sky. The only Daleks left were the Supreme and one of Martez's Daleks. The last of his creations was killed and Lucie Miller saw what was inside it. Then, finally, the Dalek Supreme itself, bleeding and damaged, died before it could say that the Doctor would be exterminated. (AUDIO: Blood of the Daleks)

Appearance

Mutant Daleks appeared like normal Daleks., but they had human blood which was why the pure Daleks detected genetic impurity as they presented deviation of the purity of the Dalek bloodline.[source needed]
