To answer the first question, both Gavins are in Twin Piques, so the standard dab doesn't work. That's why the page creator used the I and II. The first Gavin is a king and is Gavin XXIII, the second Gavin is not a king.

For the second question, can you give examples of alternate or parallel versions of characters being merged? Because offhand all I can think of is the Inferno Brig and Liz, and they have separate pages from the originals. Shambala108 02:58, March 25, 2013 (UTC)

Well, there's plenty of instances where we have parallel versions of characters. Though not a huge difference in character (unlike the Brig and Liz), for example, we have the Donna from Donna's World. The differences in her life in that alternate universe are mentioned in a separate section called "Alternate timeline." We have pages like this all over the wiki. In fact, the two articles mentioned by you follow that format as well.
As far as titles, if you think we should keep them as separate articles, how about the difference between the two being "XXIII?"
