Garazone was a captured planet and the location of a Dalek base prior to the Great Catastrophe. Dalek control on this planet was seen as rather lax.
It was on this planet that Kalendorf called Susan Mendes out on her behaviour, saying that she was beginning to act like a Dalek. (BFDE: The Human Factor)
