The wave scrambler was a device used by Fenris the Hellbringer to sabotage the stasis haloes of a Gallifreyan spacefleet, during the dawn of the Time Lord civilisation. He was sent there by the Order of the Black Sun from thirty thousand years in the future. (COMIC: Star Death)
