Xantha was a race evolved on a former earth colony. They had a war with the Tibari.

Fifty years before the Second Doctor, Jamie McCrimmon and Zoe Heriot, landed on Lavonia, the Xantha Empire invaded Tibari prime and started a war. (AUDIO: Fear of the Daleks)
