The Mitrans were the natives of Mitra B.

Rascla was going to infiltrate the peace talks on Mitra B and release germs that would turn the Mitrans homicidal. In the ensuing chaos, he and his Tormian Toadman could take over the planet and its entire star system. His plans were stopped by the Fourth Doctor. (COMIC: The Body Snatcher)
