Lt. Commander Mitchell was a Royal Navy officer. He served as Commander Ridgeway's second-in-command on the submarine expedition to search for the Sea Devils. They captured him and the rest of the crew, but the Doctor helped free them. (DW: The Sea Devils)

In the novelisation, he is given the first name of Tony and his rank is given as Sub-Lieutenant.
