Trying to find evidence he played the Master

I was not able to find any direct evidence. However, there are two indirect indicators that people whose job it is to earn money on Doctor Who consider him to be the child-Master actor.

1. William Hughes was invited to London Film & Comic Con (2008?) [1] organized by Showmasters. When asked about who in the world he is, one of the representatives of Showmasters claimed that him playing the Master was "confirmed by BBC Casting and members of the Doctor Who production office" (see the link above).
2. One can buy an autograph of William Hughes as the Master. [2]
