Roger Pugh
Roger Pugh was Planning Officer for Cardiff City Council in 2017. Gwen Cooper contacted him in order to establish a new Torchwood Cardiff facility that would replace the Torchwood Hub that was destroyed years prior, taking him out for a day to see her work defending Cardiff first hand, which resulted in a near-death experience. Following this, Roger confided his experiences to the grave of his late wife, Jessica Pugh. He revealed to Gwen that Jessica was killed one night ten years prior, when a meteorite appeared in the sky above Cardiff, as a result of an accident caused when a car driver was distracted by the sight, with Gwen realising that it was the same night that she first worked for Torchwood, the meteorite having contained an alien entity. Roger subsequently agreed to give Gwen his support in developing a new Torchwood Cardiff facility. (AUDIO: More Than This)
