Palgrave was the leader of Poytee, who met the Fifth Doctor. He disagreed with the Doctor on how to stop the riots, in Kettoo's version of the story, murdered in Edge's version of the story, but helped the Doctor in Harom's version. (AUDIO: Urban Myths)
