A Time Scoop (alternatively spelled Timescoop) was a device which could be targeted at individuals or objects to move them from one point in time and space to another.

One of the elements needed to make a Time Lord Time Scoop was taranium from Pazithi Gallifreya. (PROSE: Cat's Cradle: Time's Crucible)

Borusa used the Time Scoop to transport people and items to the Death Zone on Gallifrey. The Time Scoop transported several of the Doctor's incarnations there, and also transported enemies of his, including a Dalek, a squad of Cybermen, a Yeti, and a Raston Warrior Robot. (TV: The Five Doctors) Renegade Time Lord Ryoth attempted to use the Time Scoop against the Fifth and Eighth Doctors, but they were able to turn it against him by setting up a Temporal Reverse Feedback Field that sent the Drashig he attempted to unleash against them to the Time Scoop itself, the Drashig destroying the Time Scoop and eating Ryoth before the other Time Lords sent it to the Death Zone via transmat. (PROSE: The Eight Doctors)

The Second Doctor encountered many villains, including a Raston Warrior Robot and a vampire, that were brought to Earth via time scoop as part of a renegade Time Lord's alliance with the Countess. (PROSE: World Game)

The Sixth Doctor was once ensnared by a Time Scoop created by the Daleks. They hoped to recruit him to stop Davros from creating the Juggernauts. (AUDIO: The Juggernauts)

Another Time Scoop was created by Whitaker to transport dinosaurs from prehistory to the 1970s in order to force an evacuation of London as a precursor to Operation Golden Age. He planned to use the device to create a stable field around a specific area of London, while the rest of the planet would be returned to a time when it was purer and hadn't been almost destroyed by the creations of man, allowing him to create the impression that his chosen few had travelled through space to arrive on a new world. His plan was foiled when the Doctor stopped the machine, but when he attempted to reactivate it, the Doctor's reprogramming of the device caused it to send Whitaker and his colleague and financial backer Charles Grover back to an unknown time. (TV: Invasion of the Dinosaurs)

A Time Scoop was used by Handrel to gather various ancient creatures in an attempt to solve the problem of limited regeneration. (PROSE: The Time Lord's Story)

The Monk created a makeshift Time Scoop to capture a TARDIS in order to fix his own. (AUDIO: The Book of Kells)

The Eighth Doctor and Lucie Miller initially avoided a time scoop sent by the Time Lord Straxus to recall all renegade Time Lords, before being caught later on when attempting to cross the Doctor's own streams. (AUDIO: Sisters of the Flame, The Vengeance of Morbius)

Time scoops were also components on space-time vessels, such as Glom's. Rose Tyler, protected from the time winds by a temporal inhibitor, was sucked into Glom's time scoops after Rose was blown into the Time Vortex. This nearly ripped out the ship's injector system.
