The Governors

The Governors were an organisation who built a robot to masquerade as an Ofsted inspector named Paul Smith, in order to evaluate Miss Quill's class at Coal Hill Academy. Miss Quill discovered their label in the robot's wreckage after it was destroyed by a skin-peeling dragon. She was intrigued as to who exactly the Governors were. The Governers are aware that Miss Quill and Charlie are Rhodians and what their relationship are. They also arranged for Dorothea Ames to become the new headmaster of Coal Hill Academy and according to her like a well-running school. Ames also claimed that they are capable of removing a parasite inside Miss Quill's brain freeing her from Charlie's control. (TV: Co-Owner of a Lonely Heart)
