Valmar
Valmar was an engineer on the human colony on the planet Vulcan. He was one of the colony's senior engineers before an industrial accident killed four men. Governor Hensell blamed Valmar for the accident and demoted him. Valmar saw this as unjust, believing Hensell was using him as a scapegoat to deflect blame from the IMC's inadequate funding, and so he joined Bragen's rebel group. (PROSE: The Power of the Daleks)
He was assigned to help Janley gain control over the Daleks as part of their rebellion against Hensell. When he overheard Bragen's plans to have the other rebels killed, he and Janley tried to get help from a Dalek which they thought they controlled. However it turned against them and exterminated Janley, to Valmar's dismay as he had feelings for her.
Once the Second Doctor succeeded in destroying all the Daleks, Valmar shot and killed Bragen. He then joined the new governor, Quinn, in rebuilding the colony. (TV: The Power of the Daleks)
