Zorac was a Time Lord and Lord Cardinal of the High Council.

Zorac was one of the High Councillors who sentenced the Doctor to prevent Omega from taking over the latter's body. (DW: Arc of Infinity)
- His robes probably indicate that he was a Prydonian, who wore scarlet robes.
In the DWM Issue 100 which gives a brief history of Gallifrey and the Timelords it is reported that Cardinal Zorac and Chancellor Thalia were sent into the Death Zone by Borusa where they both perished.
