Phillips was a scientist who worked at Think Tank. He was also a member of the Scientific Reform Society.
Hilda Winters had Phillips escort the Fourth Doctor and The Brigaider to their car after thier visit to Think Tank. He and Arnold Jellicoe later found Harry Sullivan phoning UNIT and knocked him out. (TV: Robot)
