Although most of the Grand Theft Auto video games are set in a fictional version of the United States, all of the games in the series are in fact primarily produced out of the UK.
Grand Theft Auto IV featured a mod where you can become a Dalek, the mod was licensed to be used. Similarly in Grand Theft Auto: San Andreas you can fly a TARDIS.
