Frobisher was the Permanent Secretary to the Home Office and the civil servant placed in charge of the 456 incident. Passionate and driven, his job became increasingly difficult when all around him begin to shirk any responsibility for the disaster that was unfolding. He was married to Anna, they had two daughters, Holly and Lilly. He was assisted by Bridget Spears and Lois Habiba. Frobisher comitted suicide by shooting himself after murdering his wife and children.
