Article 17 is an article in Gallifreyan law that clearly prohibits any form of Genocide and the penalty is death. The only known use of the Article is during the trial of a time lord known as the Doctor. The events surrounding the use of the Article were all a dellusion however, and so the whole Article may be a farce alltogether, though this is likely not the case.
