On an alternate timeline, Gallifrey sold their technologies to other races.
For example, they sold Time Rings to the Monan Host and Battle TARDISes to the Killorans. They even loaned out the Oubliette of Eternity. They could take regenerations from one person and implant them into another. (AUDIO: Reborn)
